Jeff Fischer, Partner

Jeff began his career in the waterworks field in 1978 after graduating from Drake University with a bachelor's degree in Management/Economics. He founded R.J. Fischer and Associates in 1983 and remained a one-man firm until 1999 when he formed a partnership with Dave Harris and their new company, Fischer, Harris & Associates.  He has been a member of AWWA since 1978 and was recently made a Life Member. He has chaired several committees within the Illinois Section including MAC, Tapping Contest, Taste Contest and Distribution. Jeff was a board member of the Illinois Section AWWA for several years and served as Section Chair in 2006.  He served on the Board of Directors to National AWWA from 2007 to 2009.

Jeff is a member of several potable water operator groups in Illinois, and active with the AWWA and Rural Water Associations in several neighboring states.  In Wisconsin he is currently serving on the Section's Distribution Committee.  Within the Wisconsin Rural Water Association, Jeff was awarded the Associate Member of the Year in 2003 and inducted into the Society of Water Professionals in 2004. He received AWWA's Fuller Award in 2007 and the Kenneth Miller Award in 2008.

Jeff has provided engineer and operator training in Illinois, Iowa, Minnesota, North and South Dakota, Nebraska and Wisconsin.  He is active in the Water for People charity in conjunction with the Mid Central Water Works golf outing.

Dave Harris, Partner

Dave is a veteran sales and marketing professional with over 20 years experience in the waterworks and gas industries. Dave holds a degree in Economics from the University of Wisconsin. In addition to his proven competency and success in territory management, his contributions at Smith-Blair include assisting in the development of product designs now considered as industry standards.

Before Smith-Blair, Dave built upon his existing base of experience as an employee of a manufacturers' representative firm in Minnesota. Dave is a member of AWWA, and active in the Minnesota Section's finance and MAC committees. He is a member of Minnesota, Iowa and Wisconsin Rural Water where he is a committee member.

Tim Thilly

Tim has extensive experience and contacts within the municipal and contractor segments of our business. He is an active volunteer in several professional trade associations and has been the Chair of the South Suburban Water Works Association.

His primary focus is to develop business from the "trenches" through direct calls on the people who work with our products on a daily basis. His high drive and work ethic make Tim a valuable asset to our organization.

Joe Zauner, Sales Engineer

Joe is a graduate of Iowa State University with a degree in Biochemical Engineering with course study in Environmental Engineering and Hydrology. Joe works closely with Engineers, with the goal of writing specifications for products we represent.

John Callan, P.E.


John has worked for several prestigious Midwestern consulting engineer firms in his career including CDM, Greely and Hansen and Consoer Townsend and Associates. John brings a wealth of knowledge from the viewpoint of one who "has been there." John is our Valve Specialist and responsible for engineer education and special projects that require his special level of competence. John is a member of APWA, AWWA, WEF, AAEE. He was a 2010 recipient of the Fuller Award from AWWA.

Maryann Kucera


Maryann is a graduate accountant who has worked as a CPA, as office manager for a building contractor and in retail sales.  Maryann has a strong work ethic and a detailed mind. She acts as office manager and helps out with sales support. Her work on the inside allows Jeff, Dave, Tim and John to concentrate on outside sales endeavors.

Katey Hemming


Katey is responsible for maintaining our database of almost 6,000 engineers, municipal professionals, contractors and distributors. She works to make sure that all segments of our business customers have access to current information on the products we represent. She utilizes computer and Internet technology to fax and e-mail information. Katey is also responsible for maintaining and updating our website.
